ShellWM

Based on CustomEyes source this utility boasts an easy, if not well-documented, skin format. Exclusion list allows you to avoid skinning problematic applications. A decent amount of skins available. If you're a developer, this project is always looking for additional help.

EFX

CustomEyes

Illumination
