Modding IE's syntax.htm

Hello,

I am trying to mod IE 8 and I need to redirect the user. The redirection will lead the user to a custom html stored locally in the case his network is down and suggest some tips to fix it (reseting router etc..). Now the html page is stored locally in the c: drive and when I double click it, it opens fine in IE. However when using ieframe.mui.dll then I get "permission denied". I modified the "Syntax.htm" in the resource "23". I replaced the ieframe.mui.dll in the system32/en-us folder (using xp). Do you know why I am getting "permission denied" or how I can fix that? Or do you know any other work around this?
