changing zone icons

is the process different with sp2 (i'm on xp, by the way). it seems like the method of changing the icon doesn't work anymore, or maybe it's just me.

e.g. i've tried both shell32.dll#0016 and adding in the path, neither works. i've also tried adding a path to an icon, but still no go.
