Non-deletable folder

The system is XP Pro SP2. I know I can create system folders (like My Documents, My Computer) which are permanent, but is it possible to create an ordinary folder that is non-deletable? I can set permissions for users to read, write, list folder contents etc. but is it possible to add a permission to the list so that the folder can't be deleted? Is there any other way of doing what I want - a registry tweak maybe?

Sure - but I wondered if I could disable the "delete" key for that folder or remove "delete" when I right-click the folder (just as it's not there for a system folder that I create, assuming the attributes are set correctly).
