I am urgently looking for a desktop-replacement allowing me to rotate/turn seamlessly windows and forms on the desktop. It would be perfect if there is already an existing product... but I am also interested in getting in contact with people working on similar problems or that are on the way in developing such a solution.

The whole desktop, or just one window?

If you want to turn the whole desktop, try iRotate.
If you only want to rotate a specific window (and why would you want to?), I have no suggestions, other than try to find someone who might be able to write you something specifically (in that case, Donation Coder might be a good place to start).
